A change in the characteristics of a plot refers to construction work such as cutting, filling, and leveling, or changing the purpose of land use (changing a field into a residential area). If you are in a residential development regulated area and would like to do any of these things, you will need permission to do so.

The permit requirements vary depending on the type of urban planning area, but in our office's business area, development permission is required if you are selling land of 3,000 m2 or more.

The law stipulates detailed regulations, such as the need to calculate the width of roads and the size of parks, green spaces, and plazas in proportion to the area of the land to be developed.
